NEO have a 3d graphics in the battle scene,and it's nice considering it's realeased on the first generation of PS2 games. The NEO also comes with tutorial(which is Japanese).But for this kind of games,you may like to do trial and error,until you get yourself in the game. I like NEO because the battle system,is diferent,from say SUper robot Wars(It seems the G Gen Portable is the same with SRW syndrome). Perhaps the downside of NEo is it haven't 'reached'the Gundam Seed story.So if you like SEED,you might dissapointed(although it have strike,and aegis in it).
